The Basics of Montana’s School Funding Formula and Why it Matters
January 6, 2025The Public School General Operating Fund: What is it and Why Does it Matter?
January 20, 2025People sometimes wonder why Great Falls Public Schools (GFPS) asks for a school levy instead of using reserve funds. Let’s break it down!

What Are Reserve Funds?
Think of reserve funds like a savings account for GFPS. Just like families save for emergencies, GFPS has reserve funds for when something unexpected happens. For example, if a school’s boiler breaks in the winter, GFPS can use these reserves to pay for a quick repair without waiting to raise new funds.
Why Reserves Can’t Cover Everything
Even though reserves help with sudden, big costs, they are limited and can only be used for certain things. They aren’t there to cover everyday costs, like paying teachers or buying school supplies. Reserve funds are usually restricted, meaning they’re saved for specific needs, like repairs or emergencies. So, GFPS can’t use reserves to pay for all the regular costs of running a school district.

How Do Reserves Help?
Here’s how reserves are helpful:
- Emergency Needs: If something big breaks, like the heating or air conditioning, reserves can be used to fix it fast.
- Better Loan Rates: Having reserves helps the district get better interest rates when they need to borrow money for big projects, like building improvements. This means they pay less in the long run.
- Enrollment Spikes: If more students join suddenly, reserves can help the district get extra resources to make sure there’s enough for everyone.
Why School Levies Are Still Important
School levies are like a regular source of income. They’re important because they help cover the continuous costs of running our schools, like teacher salaries, classroom supplies, and programs for students. Reserves are like a “one-time use” savings account. Once they’re used up, they’re gone and can’t be used every year to keep the schools running.

In Summary
GFPS uses reserves carefully for unexpected expenses and emergencies, but these funds aren’t enough to cover everyday costs. That’s why school levies are essential for supporting our schools every year. By approving levies, the community helps ensure that students and teachers have everything they need for a great education, year after year.
